Full version descriptor, the PINEFORGE_VERSION_FULL of the generated pineforge/version.h.

Returns "MAJOR.MINOR.PATCH[-rc.N][-N-gSHA[-dirty]]" for a tagged git checkout, or exactly the VERSION file ("MAJOR.MINOR.PATCH", or "MAJOR.MINOR.PATCH-rc.N" for a release candidate) for a tarball build or one configured with PINEFORGE_VERSION_SOURCE=FILE. pf_version_get carries only the numeric MAJOR.MINOR.PATCH. The pointer is to a static string with program lifetime; do not free.
